Tougher laws restricting celebrity photographers' actions in U.S.A

It was really a sad event, the 29 year old freelance photographer, Chris Guerra who was crushed running back to his own car after taking pictures of singer's white $200,000 Ferrari, the worst part was that Justin Bieber (which obviously the photographer was trying to capture)was not even in the vehicle
On Wednesday, Justin Bieber sent his condolences to the family of Guerra . And also making this statement:

"While I was not present nor directly involved with this tragic accident, my thoughts and prayers are with the family of the victim," Bieber said. "Hopefully this tragedy will finally inspire meaningful legislation and whatever other necessary steps to protect the lives and safety of celebrities, police officers, innocent bystanders and the photographers themselves."

Do you think it will ever work? How tough is tough!....hmmm! Kate Middleton’s naked pictures…..
