Pedestrian in Ogun state crushed to death by a container

According to Punch; on Thursday morning at Kara Bus Stop, Lagos-Ibadan Expressway a female pedestrian was crushed by a container after it fell from a moving trailer. The trailer was heading out of Lagos around 7am when it lost one of its tyres, making the driver to lose control of the truck momentarily.

    Who is to be blamed now, the dirver,or owner of the truck or the govt who allow old usless abandoned lorries to continue piling d roads and killing innocent people
